
In 2048, the Makling Government finished what the Carter Government initiated: the conversion of the UN-GODI Doronian Human Services Agency to a new department of state known as the Department of Human Services (DHS).
DHS was envisioned as a one-stop shop for government services across UN-GODI Doron. This required bringing even more services within its fold, including the Doronian registry, licensing, certification, and more. While policy and most assessment services are kept with the agencies or departments, DHS will be the customer’s conduit to government services.

There are a handful of statutory officeholders in the Human Services portfolio:
- Director-General of Child Support (Child Support Act 2020) – the Director-General of Child Support (DGCS) is responsible for managing the Doronian Child Support system. The DGCS maintains the Register of Child Support and is its registrar. The DGCS is responsible for child support policy and is responsible for child support assessments. The DGCS has the power to request information only so far as it relates to their functions. The Public Service Commissioner has allocated the DGCS as an SES-2 position.
- Director-General of Medicare (Doronian Medicare Act 2024) – the Director-General of Medicare (DGM) is responsible for managing Doronian Medicare, the public health insurance system of Doron. The DGM manages payments made under Medicare. The Public Service Commissioner has allocated the DGM as an SES-2 position.
- Director-General of Social Security (Doronian Social Security Act 2028) – the Director-General of Social Security (DGSS) is responsible for managing the Doronian Social Security system. The DGSS manages different services grouped under social security. The DGSS is also responsible for administering emergency payments. The DGSS also delivers the Doronian Age Pension. The Public Service Commissioner has allocated the DGSS as an SES-2 position.
- Director-General of the Defence Veteran Agency (Defence Veteran Agency Act 2026) – the Defence Veteran Agency (DVA) is the government responsible for providing support for veterans and their dependents; serving and former members of the UDDF; war widow/ers; UDDeSS members activated as UDDF personnel; certain intelligence personnel; and a select few others. The Director-General is the statutory head of the DVA. The Director-General is also responsible for the Defence Service Pension under the Defence Service Pension Act 2026. The Director-General is also responsible for determining conditions of reparations, including medical matters. The Director-General’s remuneration is determined by the UN-GODI Doronian Remuneration Commission.
- Registrar-General of the Doronian Registry (Doronian Registry Act 2020) – the Registrar-General is responsible for maintaining the Doronian Registry, which is a registry of all births, deaths, and marriages within UN-GODI Doron. Frontline services are handled through DHS offices, but there are some dedicated Doronian Registry offices. An authorised officer appointed by the Registrar-General may wed people at DHS or Doronian Registry offices. The Public Service Commissioner has allocated the RGDR as an SES-2 position.
The SES-4 position of Director-General of Human Services (DGHS) was abolished with the Human Services Amendment Act 2048 as the position became a non-statutory departmental secretary-general. However, the responsibilities of the DGHS has been transferred via a memorandum of understanding between the Secretary-General and the UN-GODI Doronian Government. The new Secretary-General retains powers originally given to the DGHS as powers were transferred, via amendment to relevant legislation, to the Secretary-General of the department administering the acts. The Secretary-General has all the powers granted to the three directors-general.
The Public Service Commissioner, as Head of Service of the Doronian Public Service, has issued a rule that states the three statutory directors-general in DHS are assigned to the SES-2 band. Similarly, the Registrar-General of the Doronian Registry is assigned to the same band. The UN-GODI Doronian Remuneration Commission determines the salary for the Director-General of the Defence Veteran Agency and the Secretary-General of the department.
The Makling Government notably declined to create an Inspector-General of Human Services despite earlier indications. They noted that the DHS was going to be staffed with DPS personnel and would therefore be held accountable by the UN-GODI Doronian Public Integrity Commission and the Office of the Doronian Ombudsman. The latter was particularly relevant as the DHS dealt with administrative decisions.
